Have you tried turning the link underlining back on in your browser to
see if you get the same thing as stated above?

Viewing the page in question in IE4.0, none of the links have underlines
and when hovered over the links, they become underlined.

Viewing the page in NN4.61, none of the links have underlines. The hover
effect does not work in NN, so none of the links become underlined when
hovering over them.
