OT - Maybe? RE: Hacking

I have been contacted by a local fellow business association member who has
stated that his computer is being hacked even while not online and he has
restricted use of the computer.  He states he has done a dump and reload ...
now I realize he could be confusing many issues into one (or he's
schizophrenic) but does anyone know where to report / get help for this type
of problem.
