Dynamic "Return to Top" link?

Hello, everybody :)
  Ok, this is my question: on the website that I am building:
http://www.faith4miracle.org every page will consist in three frames,
the one at the top to return you to the main page from whereever you may
be on the website, and the bottom frame I want to have a link to return
visitors to the top of whatever page they are on.
  Is there any way to make the "Return to Top" link in the BOTTOM frame,
(which, because it's in a frame, has no direct connection with the page
in the main frame) return you to the top of whatever page you are
viewing in the MAIN (MIDDLE) frame?  Any help on this would be greatly
appreciated.
  To see what I'm talking about, I left the "Return to Top" and "Faith
For Miracle Home Page" links at the bottom of each page.  Trying the
"Return To Top" link at the bottom of each page of content will explain
what I want better than my limited writing skills ever coul.
  Oh, yeah, I only have been writing HTML code for about a month, and
the website is HEAVILY under construction, to the point where nothing
that you see will be on the site when I get done.  :)
