Content management tools needed

Hello All,

 I have a client that is looking into starting a news site. They want to
be able to offer the same tools as Nytimes.com and Cnn.com in the "email
this article", "print this article", and "most popular articles of the
day" section. The way it was layed out to me, they are looking at doing
around 5 major stories a day, but they need to be able to set
publication dates and expiration dates for the front pages of every
section.

Does anyone know of any opensource packages out there that work with 
Linux Apache MySQL and Php (LAMP) that would allow a one man operation
to create and maintain such a site?

If there are no packages, any ideas as to how one would get started in
building such a site with these features?
