Interesting Javascript Error

Has anyone seen an error like the following, when importing a
javascript file into an XHTML file?

           Error: syntax error
           Source File: http://www.macyap.com/youthArt/quotes.js
           Line: 1
           Source Code:
           <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 3.2 Final//EN">

I'm not sure where it thinks it's seeing that line it claims to be
source code.

The file that's importing the javascript files *is* a php file...
could that be the problem? I haven't looked too much into using the
XHTML doctypes, etc., with PHP files.

Anyone with previous experience with this and 2cents to share?
