Frame Dispaly Problem In NN4

Hi 

I have a website and the frames that I am having
problems with are three horizontal frames.

The top most one (header) contains the main toolbar,
the middle one (main) contains the content and lower
frame (footer) contains the email addresses.

The problem is at 1024*768, about 7 pixels gets
"shaved off" the bottom of the header when netscape is
maximised.  I am aware of how NN uses percentages
rather than exact pixel values, and that this is what
causes the problem  

<frameset rows="60,*,17">

The the frames are allocated size as shown above.  Is
it possible to allocate space using a different
method.  What I mean is by using a combination of
percentage (%), exact pixel and the * character.  

The other option would be to make the header larger
(say 70).  But I would rather explore other possibilities.
