IIS 4 and User Authentication

Help!

Is there an easy way of user authentication on an IIS
4 server like that of .htaccess file in Apache?

I tried authenticating by:

1) Network side: It does not work on non-IE browsers;
2) ASP: I can password protect one page but if someone
knows the path to other files in the same folder they
can access it; I tried using session variables, but
the site I'm working is load balanced to 8 servers.

Is there a simple way?
