Hi Deb,

Sure, why not?  I bet if you look at the cookie repository on
your workstation you have a lot of cookies from sites you've
never used a form on.  The cookies say "THIS workstation has
visited THIS domain" under the assumption that many folks use
the same workstation most of the time.

Here's an example - first time you go to a site, you get some
kind of splash page, pop-up, ... ..  After that, you don't. 
You didn't do anything to say "Don't show me" - the server deposited
a cookie on your workstation. And of course, many sites probably
use them to track repeat visitors under the same assumption above.
