I will agree with everything Stephen said.  I've used GoLive 5, then DW 2, 
3 and now 4.
I also upgraded for the Ultradev capabilities.  The site management seems 
"smarter"
and

I think this sums it up.

DW 4.0 doesn't seem to much as much with my code either (adjusting table 
height, etc.)

Lately I've been doing primarily PHP and ASP for two clients.  The ASP 
interface is finally
smart enough to where I'm ready to switch from Visual Interdev.  It 
connects with databases,
allows you to insert recordsets, etc.  Just as there are those wonderful 
pre-written drop
in JavaScripts, they have wonderful, pre-written data record manipulators.

I find it to be a more comprehensive tool then DW3 which was a more 
comprehensive tool then
DW2 :-)  And that's as it should be.
