Credit Card processing

Hi all,

I am working with a non-profit organization that collects dues for 
membership and accepts donations.

Up to now all this has been done via old fashioned checks. I suggested that 
they can add a credit card option to their web site and accept payments 
including recurring payments to increase their cash flow and ease of payment.

I looked into various free options but the organizations that run them do 
not permit dues only donations to be made.

So I found 2checkout.com that has a reasonable startup fee and no monthly 
charges. They only charge for transactions.

All looked great until I found that if a donation or payment is over $1000, 
they require some written statement from the client/buyer including 
possibly bank statement or some sort of ID. They claim this is a 
requirement of the credit card companies.

Has anyone heard of this? It seems counter productive for credit card 
charges. Who would be willing to send in their bank statements for a credit 
card payment.

Anyway, I am looking for an alternative solution which is low cost (ie. 
little or no monthly payment) and low charges for each transaction.

Any ideas/suggestions?
