Database mapulation script needed

I have a flat text database that I need for site visitors to be able to 
search. I am not a programmer so I can't make it myself. Since this is for 
hobby purposes, I need either free or cheap. An easy to follow CGI script 
or similar would work. If anyone has any suggestions I would appreciate it.
