Netscape and CSS

Hi;
I have a page with a *select* options list that is *not* tied to a form. I 
have a bogus form in there anyway to render the select tag in NN4.7. I'm 
placing everything with CSS. For some reason, I can't seem to place an 
ilayer *and* the select options list. The page is here:

Can anyone help me?
