It's at the same place in UltraDev 4 and it's one of the first things I did=

when I installed it.  Just add the doctype declaration to the top of the=20
Default.html file in the templates folder as Sathish said.  Check our the=20
Dreamweaver exchange too for an extension called DTD inserter.
