time period for domain renewal

A couple of weeks ago I received a reminder from Verisign/Netsol that my 
domain is about to expire. I'm thinking of transfering the domain to a 
different registrar but I recall hearing something about a "lock in" period 
with Verisign.  In other words, you cannot transfer your domain to another 
registrar if it is within 30 or 60 days of expiring with Verisign.  You can 
only transfer the domain name prior to this "lock in" period.
I've looked around at Verisign but I cant find any info on this.  Does 
anybody know if this is true - and if so, how long is the "lock in" period?
