Point of clarification:

Only ISPs under the jurisdiction of the legal authority which created the 
DMCA are subject to the DMCA.

Since the DMCA is a US law, it only applies to ISPs within the United 
States or subject to US law.  As this mailing list has international 
members, when offering such advice one should be careful assuming 
USA-centric opinions, especially "the law."  :)
