Unruly tables! Argh!

Help!  Please! What's wrong with my table?

I'm about to lose my mind over this table layout...The main table is 
supposed to be only 690 px wide but it seems to stretch into infinity on 
Netscape 4.something (Mac) and NN4.7(PC)
