Netscape 6 and mouseovers

Has anyone else had trouble with Netscape 6.2 ignoring preloaded images for
mouseovers?
When I mouseover sometimes I see the ALT text briefly and then the correct
image. Or sometimes the image flashes, showing the background briefly and
then the correct image. It acts like it is not preloading.
It's fine in IE6 and NN4.
Is this a bug? Any work arounds?
