Perhaps I didn't explain myself well enough.  The javascript/ActiveX 
solution is only necessary for the user who is entering content into the 
database.  The output is pure HTML (or XHTML if you prefer :)

Agreed, although it's feasible if its restricted to just the person 
entering data.  None of it would be visible to the general public.

Looks like I mis-interpreted your question.  My answer created a pure HTML 
(or PHP) website that used PHP pages to allow users with little HTML 
programming experience to edit the content within the website.
