You can try buying an expensive Quark extension but I'd go with AppleScript. 
You can write an AppleScript (or I know someone you can hire to do it) that 
will extract the text from your Quark documents, deal with the line break and 
punctuation issues and give you html ready text or even complete html 
documents automatically. Another possibility is saving the Quark document as 
a PDF file and putting that online instead of converting it all to html.
