One place you may want to look at is Freedom2surf.  They provide:

FTP
CGI
PHP
PostgreSQL (sometime in the future)

All for free and no adverts.  Brilliant service and very reliable.  

While we're on the subject of free hosting, does anyone know of anywhere that 
could host a database for free, without any adverts?  I've put one together 
for a large collection of non-profit organizations/charities, but as 
PostgreSQL at F2S isn't working yet I would like to find somewhere else to go.

If any of you fancy a challenge and be really helpful, F2S need some people 
to help them sort out PostgreSQL admin and get it all working.
