Maybe...

there is a couple of things which I do not understand in the first place, 
the most important being why you would want to change the Doctype at all?
As far as I can see you use HTML 4.01 Transitional which is very flexible 
and supported by most browsers.

The second thing which puzzles me is that you require JavaScript to be 
enabled. I was able to access all the pages I tested without difficulty 
using different browsers.

Which leads to the third point: System Requirements. There you list a 
handful of browsers. First of all you forget Opera entirely and secondly I 
am able to view your pages in Netscape 4.78 as well (as long as JavaScript 
is disabled, which disables the CSS in NN4.x as well).

I would appreciate it if you could give some more details about the why's.
