frames and search engines

Dear all,

I was asked today to have a look at a web site (brochure type 
business site) and give some ideas on how the search engine 
positioning could be improved (well, they are not listed anywhere, so 
it only can get better :-)

There are a few things that can done easily, the list of keywords and 
keyphrases could use some work, that's all no problem.

The problem is: The site is done in frames and I am indeed not sure 
what do make of the research I did on this topic. Some say search 
engines cannot handle frames at all, others say "just add the 
noframes tag". But that means, as I understand, that the whole site 
needs to be added in this form, including the navigation.

On top of this all the designers of this site have used flash for 
navigation. An additional roadblock for spiders, not to mention 
accessibility problems.

I cannot tell this new client that this site isn't exactly what I 
would recommend to have (to say it nicely) since the design company 
who did the site referred them to me to help improve the search 
engine positioning (they don't want to deal with "the nittygritty 
stuff").

I would greatly appreciate any helpful input on how I could tackle 
this diplomatically and professionally.
