First, you need to define how you are using the term "broke".

When I say a page is "broke", I mean usually mean that it's totally
unusable. For example, a page which spcifies a blue text colour but where
the designer has forgotton to specify a background colour. Then a user come
along with a blue background set in their browser... that's what I call
"broke".

Any page written to strict HTML 4 and CSS1 standards, and with a tiny amount
of thought on the part of the designer (such as remembering to specify the
colours of every cmponent) will never "break" in that sense.

Sure, if you use CSS formatting and the user's browser doesn't support it,
then the user's experience might not be exactly what you wanted it to be.
But the page doesn't "break". It looks different, but it's still useable.
And that should hold true in any browser (assuming the browser itself isn't
full of bugs).
