Any browsers have "plans" to implemented the above standard yet ?

Dont think it will be anytime soon ... IF things like bgcolor and etc will
no longer be valid ... THINK of the MAJOR rework needed by MOST
pages!   *Faint*

I mean ... browser companies (especially the 2 biggies) are not
gonna risk implementing the "strict" version and risk losing market
share ... all the more in these critical time rite?

Which company is gonna like it if one day their ppl come to them
telling them they have ro re-work ... 99% ?  of their pages if they
"UPGRADE" their browser ?
