What Nielsen actually said was: "Frames Suck (most of the time)"

What he meant was: if you intend to use a framed site, for pete's sake make
sure you do it right! Hypertext navigation is a complicated enough art as it
is, don't make it worse for your users.

I would recommend Nielsen's writing to anyone who designs web sites. He is
acknowledged as one of the top men in the hypertext (note: not just HTML!)
field. Even if you disagree with his ideas, they always offer food for
thought. I think he often plays devil's advocate deliberately, simply to
make you stop and think.

Plus, he has the vast resources of Sun's usability testing labs behind him.
If he publishes the results of a study, you can be pretty sure that the
results are reliable. I wish I had access to such a resource...
