It's not that you're wrong, it's that you're not quite right! ;-) The
TITLE attribute should be used in this case:
<HR TITLE="Section Break">
This attribute can be used for pretty much EVERY element. In IE4, (the
only browser supporting this attribute) when the mouse is over the object
(in this case, a horizontal rule) a tooltip will appear, containing the
value of the TITLE attribute. HTH! ;-)
PS: ALT is only valid in the following elements: OBJECT, IMG, and AREA,
and APPLET (deprecated). In all other cases, you should use TITLE,
although is is OK to use TITLE in the four elements I mentioned as well.
