This is the point I'm making. Client education for the small sites is
extremely costly. The angst cannot be overestimated....

I design a site and implement the things the client wants .... now that 
the chat area and the e-mail form are in place they don't finish
supplying the content since they can play. Since the site is still
incomplete they feel they do not have to pay for it either.  When I 
tell them I am going to remove the site from the server they threaten
legal action. I removed it til they pay and now my phone is ringing 
constantly. These small sites where people are not interested in more
than having thier on-line toys for the use of their friends are not
worth it to the person who designs for a living. I no longer do these
sort of glorified personal sites for just these reasons.
