Difficult problem. There is not any solely-HTML solution to
limit what can be entered in a form, except for length. So
you are reduced to checking with either Javascript or
within the CGI. Or both, in case javascript is turned off
or not supported.
Using javascript or perl, just split the date at the /s,
check the last section for length, and if it fails return
an error or use some windowing educated guess thing
(depending on the situation).
If you want actual code, let me know.
