I think you have it turned around, Bart. I'm guessing the question is
really "Can I have an alt tag for an image that contains "HR":
<img src="picture.gif" alt="The HR Department"> works fine.
Or even <img src="picture.gif" alt="HR">
In fact, you can even use (though I don't know why):<img src="picture.gif"
alt="<HR>"> and the text browsers will display <HR> instead of the image.
