I have to agree with my friend Chris Russell Here.  With the site that I
work on we have Quality stands that have to meet all of our users need
whether they are NS2.0, 3.*, 4.* or IE, aol, or whatever browser they might
be using.  We can't use tech. that are only supported by one browser,
because of the other million viewers will not be able to use this feature
and then is just ads unnessary bits on download, where for us speed is the
name of the game, not razzle dazzle.

In short, It really depends on who your user is and what your site is
providing to that user.  A user is not going to care if you have some neato
tag that can only be seen through NS 4.0, if he doesn't have that
particular browser.
