Now that's a topical question :)

I would have to distinguish between two types of documents.  Archival
documents can be of any length because users can more easily download and
print them out rather than scroll on and on.  Alternatively, a Hit-and-run"
style documents provides a burst of information, ideally in a single screen
without scrolling -- probably not more than 100 words. 

Of course - there is then the multitude of "shades of grey" in between the
two types.
