In some cases yes - as most people have already pointed out - provided the
links do not compete with your products and services.
Alternatively, there are a number of scripts and graphics available for use
on your site that require a link back to the original site if you use them.
That is another good reason for a links page.

One of the ways to avoid the click-through syndrome is to add value to the
list of links. Perhaps you could review the linked sites and score them on
a usefulness scale or provide a summary or review. Value added lists are
certainly something people would bookmark and keep them coming back to your
site.
