I'd set up a database that had a forms/CGI interface used to update it. A
form used to add new entries to the database, a form used to not remove but
"hide" or make unavailable other listings, a form used to modify existent
entries. that way the client doesn't have to know how to work with HTML OR
a database.

As far as commented-out HTML templates, they can be a pain. I was asked by
my last employer to create a series of HTML templates for reusable
web-based CBT packages, and we wound up deciding the person updating the
HTML templates would almost *certainly* have to know SOME HTML to do it.
Otherwise we'd be getting phone calls like "I want a line break without a
space between the two lines; help". Though maybe it could work if the
templates were VERY strict, and it was assumed that each HTML page would
have a certain, precise formatting of information on it... it just gets
messy when you have a situation where the client has the idea he'll be able
to put anything he wants on the pages, from ordered lists to fully
justified text etc etc etc. 

Last, as far as the person who said "don't use Cold Fusion, GUI tools
stink" for this---I think he/she might've been confusing Cold Fusion with
Net Objects Fusion. Cold Fusion is supposed to be a rockin' little database
tool, though I've never used it myself.
