You can never ignore non-frame browsers.  Doing so cuts out a large
number of important users such as:

* Anyone who has to use a text-based browser
* Most blind people, because frames are a very "visual" representation
* Search engines
* Anyone who turns off frames by choice (e.g. in Opera)
* Anyone who wants to bookmark a specific page on your site
* People who are using new, high-tech, non-standard "browsers" such
  as phone voice browsers, pagers, internet cars, etc.

It takes almost no effort, through using NOFRAMES, to make a page
accessible to a wider audience while still allowing the use of frames
for those who want it/can use it, and so there's no excuse for
neglecting to include a _useful_ NOFRAMES section of your pages with
frames.
