No, they're not.  Here's the URL for the HTML 3.2 specification.

Please find 'FRAMES' in here -- better yet, don't waste your time,
because it's simply not part of HTML 3.2.

Frames are part of HTML 4.0, however; see, for example, the list
of new elements in:
