I think you were fed the "taboo of the week". Nowadays it's something
completely different, but valid. The choice should be yours whether you use
percent of pixel. The idea is to design a site, and do whatever you have to
do to make it look the same way in a browser. That doesn't necessarily mean
it's good practice use a 800x600 pixel gif of your homepage - text and all.
Download time is still an issue for most people whose 56K modem is really a
48K ball and chain.
