I don't know about most, but certainly several. :-)
The major difference that I know of (I don't use either yet), is
that CSS, when done properly, is *supposed* to degrade so 
gracefully that the visitor who can not see CSS will not notice anything
beyond a "Hm. Kinda dull page." feeling. Content and basic formatting
like paragraphing, lists, etc is not lost, only some of the bells
and whistles
that spice up the look.
The results for a non-frames browser on a framed site are a bit
different.

Am I correct?
