"tabindex" problem

Has anyone had problems with forms using "tabindex"
when viewing them with IE 5.X or 6.X? I have an asp
page that "works" in Netscape (tabs, titles, etc) but
when viewed in IE 5 or greater loses some of the tabs
-- though not all. The ones that don't show up are all
radio buttons, but other radio buttons work. All of
the tabinex attributes are in the same place in the
form tags. 

One interesting "feature". You can tab to all of the
missing elements with [SHIFT] [TAB].

Since some screen readers use IE as thier web browser
this makes IE very important.

The page is on a secure government server, so I can't
give you a link, but I can send the page (without the
datasource, etc.) to anyone who would like to take a
look.
