basic questions and neep help

Hi everyone, I have been hearing things like IE5, what exactly is this?
I can sure tell Im new to all this and have lots to learn. I want to thank 
you all for helping!

I also have a question.

I have read that having animations on your site spruces it up, but then also 
read somewhere that its difficult sometimes for those with a handicap to view 
these.
Need your opinions. I currently have no animations but want to keep up to 
date.
