using percentages on tables

Hello All,
I have looked in the archives but could not find my question answered there.
I am using tables for a site, and using a width of 95%.
For each table within I have added the height, width etc for gif's, etc.
Now when I view the site it looks fine, but no matter what % I change the
inner tables to it doesn't seem to care?
By adding the width/height attributes does it overlay the original
percentage?
I thought I was doing the right thing by letting the system know the size
that was coming in, but has it messed up my %'s?
Should I leave the detailed information out? I thought it was needed but
then it makes the percentages I choose seem redundant.
Although, I must say, it looks ok - I was want to know what is happening
underneath!
