To learn Perl/CGI for use on the web, you don't really need your OWN
server.
You do need a server that you can access and that has PERL installed.
You'll need to beable to set permissions for the files that you load
onto
that server and it helps if you have some sort of SSH access.
Troubleshooting your scripts from the command line of the ssh session is
a
little easier than doing it on your own machine.  Plus, you could write
the
scripts within the ssh client if you were so inclined.  Then you
wouldn't
have to upload anything from your machine.  I took an online course for
PERL/CGI and had shell access to my site host's server so that I could
work
on the projects for class.  I didn't need a server of my own though.
Most
hosts will allow you some sort of SSH access.  If not, find another one
if
you plan to use server-side scripting.
