To answer your first question, the more keywords is not better.  What
happens when your list gets bigger and bigger is that each word carries less
and less relevance.  A rule of thumb I use and tell clients is keep it to
under 6 and have the most important ones first.

Here are some rules of thumb to think about when submitting.

Never submit your pages too often.  This can only hurt you.  My rule of
thumb is only resubmit when you make changes and never more than once every
2 weeks.  Search engines are notoriously slow to index.  You can wait up to
2 months for your pages to initially appear so don't get fooled into repeat
submissions within this time frame.

You don't need to submit all of your pages to a deep spidering search engine
and they don't like you to.  They say it right up front on their submit
page.  When a deep crawling search engine spider visits your site, it will
find your pages itself.  Your main index page is sufficient.

Check your ranks regularly.  I check every week.  Thousands of people are
submitting pages everyday.  You need to keep on top of where your page
ranks.  If you fall to far behind, it may take a while to recover.

These are just a few submission tips, but preparing your site for submission
goes quite a bit deeper than this if you want a high ranking.
