Thanks for bringing this up.  I don't know the answer, but wish to add my
experience in just using the ampersand in Title and metatags.  My site is
http://jsjbf.com and we are the "Jersey Shore Jazz & Blues Foundation" OR
"Jersey Shore Jazz &amp; Blues Foundation", depending upon how the rules are
applied.

I used the escape code in my metatags and in title tags.  Most everywhere
that I have seen this our site listed, everything was fine, but I did notice
on one Search Engine, and I cannot remember which one it was, that it read
up the character string literally instead of translating it into just the
"&".  Of course, it looks ridiculous to the user!!!

I am very interested to see if anyone else has some insight into this
situation.
