http://www.browsers.com is a CNet site with older versions of IE, NN, and
Opera. Just scroll about 2/3 of the way down the page and you'll see links
to each of the browsers. IE 3.03 and 4.01 are both there.

Subject: Older browsers and where are they hiding?
Hi folks,
After much grumbling, a little terror, and a healthy, cathartic rant, I had
to reformat. It's kind of liberating, really, to just wipe it clean.
Something I didn't think of before : I can't find some older browser
versions that I had to check pages. <Sigh> I can get the Netscape ones,
Opera, AOL, etc, but when I try to find IE3.x and IE4.x, I just can't seem
to cut the mustard. Let me say right now that this is operator error (me
being the operator). I know they must be out there, I'm just too stoooopid
to find them.
Could some kind soul here take a moment to send a link, or contact me
offlist to send a browser? Something, anything. I'll return the favor
someday (I keep track).
Thanks so much, all!!
Missy Scott
