fixed position with graphic on upper left side over top

I have been trying to write code for a page that has a graphic that goes
from the upper left side across to maybe three inches across the top.  How
do you do that?  I want the page to scroll but the graphic to remain fixed.
It would be great if the page had pale thin lines on it as long as I am
asking!
Thank you in advance.  I have done this about three times and ended up
deleting everything I have done so far.
