width and height attributes

I am somewhat confused about how to size my pages and images so that they
will look good on monitors with different resolutions set up (800x600,
640x480, etc.).  I used to use absolute pixel numbers for width and height
attributes because I could not get percentages to validate, and then I
realized I just have to put my percentages in quotation marks to get them to
validate.  I'm still not sure what to use for images, though.

So, my first question is, is there a "good" percentage to set all your pages
(table widths) at?  I'm thinking 75% or 80%?  I know this depends on what
most of your users have set up on their machines, but let's assume the users
represent Internet users everywhere for now.

My second question is this: If I set a table width to a percentage, and then
insert an image into the table, how should I size the image?  I know my
image sizes in absolute pixels, so I'm not sure if it's best to use those or
to just use percentages there as well.
