Weird problem?

Okay, this one is bizarre.  I am attempting to code a page in CSS, but it
has some problems in Navigator.  It would not use the margins properly.
However, when I put in some HTML tags on the page itself, text and
background color, the margins worked properly.  What could possibly have
caused this weird behavior?
