Need Information on Character Type

I just revalidated my page using the HWg validator and discovered it no
longer validates.  The code was fine except for a warning that there was no
Character Set.  This is fairly new as it validated fine a couple of months
ago.  I checked out HWG's own Home Page with their own validator and got
that same Warning message.  Basically that it would validate correctly if
page changes are made to include the Character Set information.  Is there a
standard Character Set line that we add for generic HTML 4.0 transitional
pages?  This is a new one for me (I'm not keeping up at all     :-(
