breaking an image

I have an image I'd like to use in my document to surround text, but it
isn't large enough and multiplies as a background. I only want to use it on
one side of the page. I will include text inside the image, but NN doesn't
support background images in TD tags. I'd like to break down the image and
be able to put it in several cells. That way if the information goes beyond,
it will pull the image out to surround it.

None of the forms work yet and the menus will become linked later. I am
trying out a new design. Note: this page cannot be viewed in NN (the image
is a background in a table cell)
Can someone suggest how to do what I need it to? I'm not good with graphics.
