Another CSS question

Hello......
As I posted yesterday, I'm working on my first CSS site. Thanks to the help
of those on this list, I've come to the conclusion that people using earlier
versions of Netscape will simply not be able to view the site (until I can
create a mirror site for them). So, I need to post some kind of notice on
the site notifying people of this. What I'm wondering is this -- what is the
opinion of this list as to the best way to do that? A simple text message
directly on the page itself, or a pop-up box with the message? I can think
of pros and cons for doing it both ways, one of the cons being that I'm not
sure how it would interact with the look of the page as it is now. Also, if
people come to a site that looks like a jumbled mess, are they going to take
the time to scroll through the page to find such a message? (Another note:
this is a site that is intended for a rather small audience, and not for
general circulation on the web.)
The site is located at http://www.geocities.com/our_super_class/index.html .
However, the only pages that are done so far are the index page and the
Parent Info page.
